Cash for Caulkers or, Cash for Cardigans?

Thinking that “Change” applied to not just the Constitution and civil laws but, physical laws as well, Obama formulated his “Cash for Caulkers” program to induce homeowners to weatherize their homes.

Upon learning that insulation would only slow the transfer of heat out of homes, and not stop it altogether, Obama attempted to retract the First Law of Thermodynamics, but was unable to garner bi-partisan support.

Consequently, the “Cash for Caulkers” program is now being replaced with a “Cash for Cardigans” program.
